So since you’re red, a good way to see which Pokémon could be good is to manually appraise them in the game. So do that for every Pokemon, and if it isn’t simply amazes, transfer it as its IVs are too low.
If it is simply amazes, screenshot and put it into PokeGenie with the full appraisal and you will get an accurate IV percentage. Simply amazes Pokemon range from 82% to 100%, so for me even if they are in the top appraisal, I’m not interested unless they’re over 90%.
Doing that is a good way to save time, as it means you don’t have to IV check every single Pokémon, only the ones with potential to have high IVs.
Another thing is, a high CP on a Pokemon doesn’t mean it’s good. A high CP Pokemon can have low IVs and be poor in battle. Similarly, low CP Pokemon can have high IVs.

Yeah, that’s how much it is to power it up once. That’s why you need save your stardust and be very careful about which Pokémon you power up.
Since you’re a low level, I would suggest not powering any Pokemon up until you’re over Level 30, as by then you’ll be hatching and catching better Pokémon.
The only Pokémon you should be powering up are ones you want to battle with. All Legendary Pokemon are worth powering up (but not Mew as Mew isn’t a legendary Pokemon but a Mythical one), and then you have your God Tier Pokemon like Dragonite, Tyrannitar, Gyarados etc.
But again, I would absolutely hold off powering up any Pokemon before you’re level 30. Stardust is a very precious and rare resource! Especially now trading has been introduced.
To take a Pokemon from Level 20 to Level 30, it costs 66 candies and 75,000 dust. Per Pokemon. So it is costly!
A Pokemon’s Level is how far along the curved arch at the top they are. The higher the level the less powering up you need to do, saving stardust and candy.
But you shouldn’t just power up or evolve a Pokemon because it’s a high level or CP; you should check the IVs first. It’s no use having a Level 31 20% Pokemon! Much better to have a Level 20 90%+.
I would also only evolve or power up a Pokemon that is under Level 20 in very exceptional circumstances. The general rule is that if it’s under Level 20, it’s too costly to evolve and/or power up.
Oh and how did you get your stats like that? The calculator I use has given me loads of numbers and a range of percentages
