The “international paparazzi in a rental car” has the same whiff of “near catastrophic car chase to me”. Manufactured to make a headline, almost but not quite an outright lie, definitely an OTT telling of something.

I don't think that's him getting above himself, it's more a case of him being an aviation nut (and by all accounts a talented pilot) and trying to wrangle some time in an F-18..most people with his skills and interests would probably try for similar...

My friend’s husband is a former navy pilot and he says that in those scenes in Top Gun 2 where they fly vertically through the canyon, that type of flying is quite easy to do.

I'd agree that the basic handling as seen in the film isn't that extreme and with TC being reasonably gifted he could probably be taught to do the basics but it would take time and I'm sure the insurers would have a fit..

Even if the story is true, and I have my doubts, that wouldn't affect the RAVEC judgement. It's been said explicitly that protection from photographers is not in their remit.

That said, I doubt it is true. Is there really such great international interest in the children of the 5th in line to the British throne? And as you say, the usual practice would be to take photos on the street. Even if 'international photographers' don't abide by the specific 'arrangement' with the royals as in Britain, I would have thought stalking a primary school is very bad form everywhere these days.

Note too no mention of the specific police force involved. Let's just say I'm sceptical.
