In the audio, the journo explains what happened when she referred to Kate as being thin.
William rang Tatler and The Daily Mail, arranged lunch with them and his staff to plant stories.
Camilla's niece who works at Tatler helped him twisted the true position to be favourable to William and Kate.

She says no British print media is allowed to say anything negative about Kate or William. The negative stories must be about Harry and Meghan.

Based on the photos it was a sunny dry day. The article specifically mentioned she wasn't wearing sunglasses and she was wearing a poppy since Harry was at an event that involved them.

If I personally were shopping for heavy produce on a dry day, I would wear light footwear like sneakers and sunglasses. The wellies on a dry day, lack of sunglasses so her face could be seen, poppy and well-known baseball hat would make her stand out.

Maybe she passed a newsstand and was traumatized by the Trump covers! I try not to look at him since he makes me anxious.

Are you familiar with the location? I assume you are, if as you say, you work near St Paul's? Why would anyone need to wear wellies??

Saw a Tom Cruise interview (maybe Graham Norton?) and he said he rode the tube once and met eye contact with a teen girl who clearly knew who he was. She pretended not to see him and he was very grateful that he got to complete his journey in peace.
