Photo agencies can only accept pictures that represent "a moment in time." The picture can be tidied up, but can only be a single image. "That picture" was a composite, or a montage, so didn't represent a single moment in time. This rule applies even to merging images from the same shoot.

Obviously if the picture had been simply posted by them on their Instagram feed, it would have been fine. But it wasn't. It went to the agencies with the intention of syndicating it world wide, so not fine. HTH.

Forgot to add that they ten lied that it was taken last week to deceive the public into believing they're seeing a recent photo.
If anyone tried to deceive their employer in this way they'll be sacked!

That bit is not established, actually. The images used to create the composite image that was released could have been taken last week as claimed, or not. We don’t know either way.

Yes, when a photo suggests a narrative, the credibility of the agencies is on the line if they post it.

The BBC posted the photo and its accompanying narrative without looking very closely at it, and frankly it doesn't reflect well on them.

Because the BBC would have relied on the news agencies who released it having satisfied themselves it was accurate.

That's why it's such a big issue - the professional credibility of news picture agencies is at stake if they send on faked/manipulated photos. Hence the kill notice.
