So what is this all about then?
Who did it and why?
And whoever's PR team is responsible needs tearing off a strip, it's going to backfire.
I know there was a thread about this earlier today but it was deleted due to questions over how genuine the OP was. As this story is everywhere at the moment I thought I would have a try myself and see how we go. Just a couple of preemptive points:

  1. My MN credentials are rock solid so don't anyone even go there😁
  2. Lets also keep some perspective, at the end of the day we are talking about a bunch of privileged and entitled millionaires who likely wouldn't even pee on us if we were on fire and that goes for both 'sides'.

This advice is literally handed out to clients at the clinics inside their post op recovery packs.
Her fans will argue until the cows come home that she has had the same hair and face since birth. The more astute who are not promoting a narrative and not deliberately promoting bias will agree among themselves that it couldn't really be more obvious.

It doesn't matter what work Meghan (or Kate, or any woman) has had done. It's not news. It's none of our business.

Why are women happy to pick apart another women's looks?

OMG - the Telegraph article references a conversation a year ago about the regimen her facialist (hate this word) uses as speculation for why she looked like she did at the TED talk. She’s subsequently come out and looks pretty much unchanged from before (hence the discussion about lighting). In the very same paper the following day you have a chap write (sexist in my opinion) article about how she looks no different to him and other men and how “Harry is always moaning about the press. But frankly, I think he should be damn well grateful. He’d be in terrible trouble without us (telling that his wife has had a makeover or a change because as man he must be unobservant)”. Just stop.

Isn't this quite often how PR works though when you have a client that is lying low but they need to remain 'out there', rehashes of old news/articles is common for the right price. 'Hello' magazine for example are shocking for this, to the point of being very funny, in their attempts to keep the Sussex PR machine going over the last few months.

DH yesterday bought a newspaper. Very rare and there was a big picture and story about H&M at a lakers match. A much smaller one about William laying a wreath for Anzac Day. I thought wtaf. An unimportant couple go the a basketball game. So bloody what. It's clear the newspapers are the ones fuelling the h and m saga

It looks like she’s had her upper eyelids done, to remove her hooded eyes. It looks really good.
Lindsay Lohan had this done a few years ago too.

I’d love to get it done, but it’s expensive, and I’d be too scared in case it gets botched.

Yes, well spotted. She has been having this procedure for several years actually. It is an extremely popular choice and makes a massive impact without requiring invasive surgery.

It’s all flying under the radar eg many politicians wives are apparently advised to ‘freshen themselves up’ before their husband runs for office in the US.

I don’t think it’s fair that secrecy adds to the pressure on the rest of the some to then fall in line.

No, the point was, it would be a blatant copy due to the extreme straightness compared to what Kate always has. Of course, anyone can have that hair. Interestingly since I last posted, Kate's hair is becoming straighter. So not so far off.
