It shouldn't take long to make the pastry you just have to mix it together, basically. They must have spent too long faffing about.

Why didn't they give them enough time to steam them properly? I think that's a failure of the judges, not the contestants

They could've said in the instructions 'steam for at least X amount of time'

They'd still have and to guess but it might've allowed for some more appetising results (or maybe not!)

Suet puddings - just enough liquid to bind the mixture then use straight away.

We like suet in this house and I make a lot of suet puddings/pastry.

You can get vegetable suet, too (presumably scraper doff turnip kidneys or something - I don't think results are quite as good with the veg suet).
