As to why to drink during song 9, it's something to do with the advice Sir Terry gave to Graham Norton when he took over the commentating duties - don't drink too early during the commentating.
Wogan used to wait until about song 11 or 12 before having a drink...which is probably why by the end of the songs he was having a very merry old time altogether!
