I think 2 possible reasons for the sisters reaction -

1 Hope... Dashed. While most people in their heads know that a missing loved one with no reason to run away, no previous serious mh or addiction issues, is likely dead either by accident or crime, until they're found, they hang on to hope that they're alive somewhere. It's still the worst news to get.

2 - she thought possibly her father was involved - again it's what most people would at least consider as a possibility given how often it does turn out to be a male relative that's guilty. We know very little about the father, was he violent, abusive etc the location if it's somewhere the father absolutely wouldn't have gone to bury the body... As well as grief, relief in knowing finally it wasn't dad did it. Perhaps if it had been somewhere local, she'd have been thinking it was dad or another local.

I think Drs wife knows something - perhaps 'paedophilia' is going to be a massive red herring here. Chris a paedo, Tim a paedo killer, James a lazy paedo? Abused Elliot? Hence all the guilt? But not Pete - he was all about the money but maybe blackmailed them? Ooooo - what F Hayley looked underage and her and Pete set one of other 3 up for a blackmail scheme that went wrong resulting in Hayley's murder?

Or I could be completely wrong and it's something else entirely.
