I don't think the bootcut is remotely forgiving.
The addition of fabric at a point in the body where it should be narrower invariably ended up making the legs took sturdier. The only exception was with the very willowy of thigh, because the extreme skinniness/thigh gap would be enough to counterbalance the effect.
Skinnies actually vanished from shops in the 90s (it was the last hurrah of the fashion industry dictatorship). People like me positively rushed to buy skinnies as soon as they started re-appearing, and they were a common shape rapidly - much faster than the introduction/reintroduction of other fashions.
(Plus of course if you have fabulous boots, you may well want them to be seen, not covered up, and no-one likes heavy wet fabric round their ankles)
I can remember being quite sarcastic about "balloon" shaped jeans a few years ago, and was told I was just an unfashionable reactionary - but those didn't catch on either (sank even faster than most attempts to get us to buy more)
People just don't want fast fashion - mix of lower spending and environmental awareness. So are looking for style not fashion.
And many on this thread have said that skinnies are and will remain their style, and that OP was wrong to think they are over. But if OP doesn't think that form-fitting jeans suit her style (and perhaps she already has a wardrobe full of things she'd rather wear over a wide bottom half) and these are the latest fashion trend, then yes go for it if they appeal to you. Especially if you know you'll be wearing them so frequently that they will wear out before you want to change cuts.
