To be honest, I don't even understand what this means? What are fully paid up members of the RF supposed to do? As I understand it, they're supposed to support local initiatives and charities and, within broad guidelines, support international relationships. In Meghan and harry's case, that is specifically supposed to be focused on the Commonwealth. So regular and meaningful interaction with Canada - one of the more powerful and important countries in the Commonwealth in its own right, plus an important ally in the context of a weird US/UK relationship would seem to be 100% in their "paid up member of the RF" duties.
If they're leading a charm offensive for Canada, I can't see how that even vaguely falls out of their remit? kate and william did a tour of Canada a few years - it's an incredibly important ally for the UK, and member of the Commonwealth.
