Hardly. There is a long history of cabinet members being appointed who draw a salary but do nothing. Today we have in the cabinet Chancellor of the Duchy of Lancaster, Deputy Prime Minister (who has no responsibility and doesn't take over if the PM is ill) and my personal favourite Minister without Portfolio.

And what a shame Scotland has sunk to the same level…the SG had the opportunity to do so much better but chooses not to.
