Denmark is best, but I think any country in top 10 might do. As well as Denmark, Switzerland, The Netherlands and Germany rank highly and have a similar culture. In fact, the UK as a whole ranks joint 11th, alongside Australia and Canada.
I realise the UK isn't the least corrupt country, but at least it has a bicameral parliament. Theres a lot that goes on in a small country like Scotland that would be more transparent elsewhere; the Scotland Act and devolution settlement have clearly created a situation where corrupt government is possible and is slowly and inadequately addressed. Thats a pretty unique set of circumstances, as it generally only happens in new, developing countries with an unsophisticated separation of powers.
I work in an area which could generally be regarded as having a skills shortage and most countries do allow immigration for that. I checked The Netherlands and it actually offers a lower rate of tax (30%) for up to 5 years for immigrant workers in skills shortage areas.
