Our first house had this. Very handy for changing babies' nappies with toddlers milling around, or for keeping an eye/nose that dinner doesn't burn during bath time. I ended up thinking it was a plus.

Sorry yes...I meant a sort of upside down house where kitchen is downstairs from the entrance hall/living area

No it would be a pain to take food shopping down stairs and presumably rubbish would have to come up.
