I am not American, but I have a pretty good understanding of Trump (because we have a shared language and to some extent culture with a huge American movie influence and cultural influence).

It was a joke. Trump jokes all the time, that is why Trump fans love him, he is human and not a spin trained political automaton.

The (teh?) following explanation doesn't make much sense, particularly as the first word is misspelled as well

Orginally started off as a typo for "the", but recently has changed a bit in meaning. "Teh" still means "the", however, it is mostly used in the same manner that spanish speaking people use the word "El".
"I got two cookies with teh whipped cream!" makes sense, but "I got two cookies with the whipped cream!" doesn't. Get what I mean?
