Long suggested by conspiracy theorists that there is a Shadow Government or Deep State in lots of countries. Makes sense because if anything happens to the government, then things carry on as normal because the Shadow Government is in charge. Some conspiracy theorists say that George W Bush was a front guy, but Dick Cheney was Shadow Government. George W was not exactly the brightest, whereas Cheney was smarter.

I don't know any more about it, but it would not be surprising if some of the front guys are just puppets to a hidden Shadow Government.
