The apostrophe in numeric dates is not necessarily hard and fast.
For example, the style guide of the news organisation I used to work for decreed no apostrophes in numerical dates.
So it would definitely be 1980s, 1990s and so on. (This is my preference, it's easier to type, is clear and looks neat, IMO.)
But other organisations do not always agree.

1980's = belonging to 1980
1980s = the 1980s
