Why haven’t all parties agreed to a proper and official and binding DNA test?

Is Kate McCann rejecting the chance of Julia Wandelt being Madeleine based only on the basis of her saying “I think I’d recognise Madeleine”?

There was a DNA test done by the police - she is not in any way related to the McCanns,
