🚨PARLIAMENTARY WEEDS KLAXON: CRAG & Brexit🚨
The Constitutional Reform and Governance Act 2010 says new international treaties must have a 21 day cooling off period after they have been presented to Parliament to allow MPs to decide if they want to block ratifying it.
Downing Street is considering trying to disapply the CRAG process for the Withdrawal Agreement if the Brexit timeline is tight and the 21 day period would take the UK past the March 29 Brexit deadline.
Downing Street would do that by inserting a clause into the Withdrawal Agreement Bill - the legislation which will enact the deal which must be passed before March 29 - saying that CRAG doesn't apply.
Downing Street would argue that the CRAG 21 day period would not be needed because MPs would already be very familiar with the contents of the Brexit treaty given the fact they have spent months debating what is in it.
Also: If MPs vote down the Withdrawal Agreement Bill the treaty itself will effectively be dead any way. So the CRAG process would be irrelevant.

Problems straight off the bat for the Govt: Labour say they will oppose any proposal to disapply the CRAG process.
Paul Blomfield, shadow Brexit minister, said it shows "contempt for our democracy".
“Labour will oppose this change, which would deny Parliament full scrutiny.”
For clarity: We need 2 things to Brexit
🔸The Brexit treaty - the Withdrawal Agreement/Political Declaration text agreed by EU/UK. This will have to be ratified.
🔸The Withdrawal Agreement Bill - this will enact what it is in the Brexit deal and must be agreed by Parliament.
