Maybe imposing penalties for people breaking the rules but I would be surprised.

I think they have to be very careful about vaccine announcements. It must be something that they will need to get absolutely right.

Probably to waffle he's glad Andy Burnham is putting party politics aside and welcoming the fact Manchester is going into teir 3 and people on minimum wage will now be living on £6.50 an hour instead.
And he will make it sound like he understands how hard it is.

Maybe he'll throw in a bit of brexit and sovereignty too, just to really rub it in?!?

Agree. Or perhaps they might have come to an agreement by then. Either way is about Manchester and possibly other areas.
