What do people make of this? www.theguardian.com/politics/2020/jul/06/uk-calls-halt-to-data-on-number-of-people-tested-for-covid-19?

It seems to imply that when they made the move to reporting the number is people tested they didn't count positive tests for people who'd previously tested negative? Or am I misunderstanding something? If not, it seems a really stupid thing to do (though possibly behind the rather sharp drop in the last few days) Obviously what we want to know is how many people have tested positive for the first time each day. The people should be discounted if they've previously (recently) tested positive before because the second test is not a new infection, but not if they've previously tested negative. Surely that's not that hard to get data on?

The authorities seem baffled how to handle counting HCPs, carers and others who are tested regularly as a precaution

It would seem logical to count them as a new person each time they are allocated their regular test(s)

So e.g. if they are tested every week, then each week they would be a "new" person

It is important to know how many people are tested, or the number of tests per person to get a result

If these regular test subjects are not included in the count, then do we have the correct prevalence per 100,000 population for Pillar 1 tests ?
