Lockdown conditions in France

CroissantsAtDawn · 17/03/2020 06:01

Ive seen lots of threads with people worrying about lockdown.and how they would cope/ it would be enforced.

Last night, following the President's announcement I received a text message from the government confirming the lockdown for 15 days and linking to a site with details.

From 12 today we are only allowed out to go to work if work from home isnt possible, buy groceries, see a doctor, help elderly/vulnerable family in need (with reminder about barrier actions), to let a dog do its business or for individual physical activity close to home.

Each time you need a paper dated and signed explaining why you are out. Infringements are fined 38-135 euros. The paper can be downloaded and printed, shown on your phone or just hand written.

100 000 police and army personnel are being deployed to enforce the conditions.

No mention of how children can exercise. Just that parks etc are closed and there should be no family or friends gathering.

We are going to test going out early for run with 1 DC each and hope that is allowed in "individual activity". If its not I ll stand on the doorstep and watch them run up and down the road (2 highly active boys living in a flat....)

I thought it said anyone arring in France who was ill!

KatharinaRosalie · 02/05/2020 20:39

Le Monde says quarantine for everybody and mandatory isolation for anybody with symptoms.
le ministre de la santé, précisant que la quarantaine concernait bien « les gens qui ne sont pas symptomatiques ». Pour ceux qui développeraient des symptômes, l’isolement sera, lui, obligatoire.

I can't really see how this will work in Alsace with tens of thousands of cross-border workers.

notimagain · 02/05/2020 20:44

I thought it said anyone arring in France who was ill!

Sounds to me as if there's no escape, unless you qualify for an exemption as a frontalier or are working in something like transport.

As I understood what has been said correctly if you are asymptomatic you are going to be subject to either a 14 day confinement or a stricter, more formal "quarantine"...not sure which .

If you have symptoms you are off to isolation......

notimagain · 02/05/2020 20:53

I can't really see how this will work in Alsace with tens of thousands of cross-border workers.

From an English language account of what was said this evening..

"Interior Minister Cristophe Castaner added that there would be exceptions for people who regularly cross the border such as frontalier workers and haulage drivers. "

Can anyone provide confirmation from a French language report.

AuldAlliance · 02/05/2020 20:54

Yes, everyone, incl asymptomatic, who arrives in French territories, including DOM-TOM, will have to be quarantined for 14 days.

AuldAlliance · 02/05/2020 21:01

Sorry, x-posted.
Can't find a French language source that says there are exceptions for cross-border workers. But that doesn't mean there won't be...

Roseau18 · 02/05/2020 21:26

This is a link to the whole text:
fr.scribd.com/document/459488341/Projet-de-loi-prorogeant-l-etat-d-urgence-sanitaire-et-completant-ses-dispositions#from_embed

I've skim read it and article 2 refers to people coming into the country but it is a modification of the previous décret so you would have to go back and look at that.

KatharinaRosalie · 02/05/2020 22:17

I do hope they make some exceptions. Border region, everybody is across both ways constantly for various reasons. Most of our friends live in Switzerland, would be quite sad if we could not see anybody for most of the summer.

averylongtimeago · 02/05/2020 23:15

Oh ffs. I'm not heading home if I'm going to be locked up in some hostel who knows where - shit.

Gfplux · 03/05/2020 07:56

@KatherinaRosalie
We are in Luxembourg and are hoping for the same exceptions.
If you discover anything do post here as I will also.
Fingers crossed.

KatharinaRosalie · 03/05/2020 08:09

Will do, Gfplux
At least Switzerland has made an exception for Luxembourg residents, you don't have restrictions crossing that way, right? At the moment, DH and I can cross to Switzerland as we have permits, but not the DC, and Swiss people can't come here. I would expect that Switzerland opens the borders soon, they also haven't said anything about quarantine plans, but this will not make a difference if France wants to quarantine anybody who wants to hop across the border for a shopping trip or visiting friends.

CroissantsAtDawn · 03/05/2020 10:40

Has anyone heard of how their school is going back? We haven't heard anything except that they won't be back before May 14th - and as we had to send questionnaires back with our intentions by tomorrow midday, I doubt we ll know much before Wednesday....hard to organise ourselves!

OP posts:
Booboostwo · 03/05/2020 11:05

We've been specifically told that we won't know anything until mid-week. I am hoping they will tell us which two days the DCs will be having school then.

CroissantsAtDawn · 03/05/2020 11:43

Have they confirmed all children willnhave 2 days a week? We don't even know that

BurneyFanny · 03/05/2020 11:50

It must vary by region. Our headmistress yesterday basically told us she doesn't have a scooby.

Watchagotcha · 03/05/2020 12:06

DS12-Big, city, public college - we’ve been told that planning is happening, watch this space. We are an orange zone atm, so there might not be anyone going back if it goes red.

DS9 - public élémentaire. Not a peep. No survey, nothing.

DH - huge public college / lycée with private sections. Nothing official, though there are lots of emails going around. But certainly there is no cleaning or disinfecting going on, no rearranging of desks etc. DH is just assuming he’s back for distance teaching on Monday.

Watchagotcha · 03/05/2020 12:16

@CroissantsAtDawn

No, there are no set rules or consistent ways to allocate days etc. It totally depends on what each school (by virtue of its layout, classroom size and number, etc) can accommodate. Several friends have told me that their schools have indicated that they will be prioritising pupils by need - those that are in bad home situations, those with learning difficulties, those that are suffering anxiety / depression at home etc - they will be the “top 15”. Oh and children of medical care workers and teachers.

DH has just been forwarded a 58 page document outlining the “guiding principles” that schools should follow if they are “welcoming” students back. What a joke - the corridors at DHs school aren’t wide enough to let two people pass and be within the distancing guidelines!

KatharinaRosalie · 03/05/2020 12:38

Our school should tell us more tomorrow. But they haven't even asked who would want to send their DC back or anything. Kind of challenging to make plans if you don't know whether you will have all the children or just a handful, one would think..

AuldAlliance · 03/05/2020 13:39

We have a document to send by tomorrow, just saying whether we want them to return and whether we want garderie du matin, garderie du soir, canteen.

FingonTheValiant · 03/05/2020 13:59

We had to send a reply by tomorrow asking if we want to send them back etc. We’ve said yes, but added that if our own timetables allow it we will keep them out of school to take the pressure off a bit. But we have no idea what will happen to the secondary timetables.

Our really good friends are the CM2 teacher and one of our PE teachers, their kids are in the primary too. We asked what they’re planning and they really don’t want to send theirs in, but as teachers we’ve not got much choice if our timetables clash. The CM2 teacher feels it’s a huge risk for very few days in school. And that the experience will be pretty upsetting or even distressing for a lot of children. I wish we could avoid it tbh.

Apparently the sites are all being deep cleaned twice this week, so at least there’s that... we have a conference call with the head on Tuesday evening to go over the plans.

Gfplux · 03/05/2020 14:33

@KatherinaRosalie
Not sure what you meant!
Luxembourg has borders with France, Belgium and Germany, NOT Switzerland!
Cross border workers from the three countries have special dispensation to commute across the borders to Luxembourg.

In the past we have crossed the borders FROM Luxembourg to the three other countries to shop etc, etc.

KatharinaRosalie · 03/05/2020 14:45

Gfplux ah sorry I mixed you up with Liechtenstein, well that's embarrassing.. Blush

BriocheBriocheBrioche · 03/05/2020 14:52

Our mairie sent an email saying mine can go back on the 25th (if nothing changes between now and then).
So far there are only 13 in my daughters class going back so she should be able to go in full time unless they start mixing classes...

MadameF · 03/05/2020 15:07

Oh dear, Olivier Véran telling people not to book summer holidays for the moment.

Frenchfancy · 03/05/2020 16:16

I've had 2 enquiries today so the message obviously hasn't got through yet.
