I could be wrong but government does have to look like its doing something substantive very soon or they risk being exposed to blame for deaths if far higher than elsewhere.
More immediately they risk being faced with having to handle parents pulling kids out of school on mass. This may be real or imagined temperatures. Optics here is important - the government either looks out of control or to have completely lost public trust or its perceived that infections are much higher than they are which causes wider panic and a domino effect of other parents pulling kids.
Or they may face a mass revolt led by unions from teachers - particularly older teachers or those with underlying conditions - over health and safety. Or simply a mass bout of imaginary temperatures from teachers too.
In some ways this is potentially a crisis of its own making because of the way they've handled things so far. Both with coronavirus and prior to that with overall communication strategy which hasn't engaged with large parts of the population.
