I hate to say this, but technically the building did comply with Bldg Regs.
I sent this to my uncle a while after the fire:
we've been watching the developments following the fire at "Grenfell Tower" and it looks like the BBA certificate is the weak point. If you clad a tower block, as long as the material has a BBA cert, and the product is acceptable under part L (insulation) then it's fine. The rainscreen cladding they used does have a valid BBA cert (I googled it on the day of the fire), so any application under the Building Regs would not have affected part B (fire) and would have been rubber stamped under part L (insulation) only. DH said there's been a loophole with this since about 2000. that's a lot of cladding on a lot of buildings - hospitals, schools, colleges, hotels etc. Part B (fire) is only interested in fire spread to another building. Fires are not meant to escape from a flat and then creep/spread up the outside. they are supposed (designed) to be contained for an hour - enough time for Brigade to squirt water!! awful for those involved. I can understand their anger, but if any one/organisation is to blame, it's the Gov - both colours - They've been holding back on revising part B for more than a decade.
