For the same reason Hamas has not given up their arms. Because neither side trust each other.

"But Hamas" is alive and kicking.

In October the ICJ restated that the State of Israel is obliged under international law to facilitate UNRWA’s operations, not hinder or prevent them but yesterday more legislation to prevent the functioning of UNRWa therefore hindering delivery of aid to Palestinians desperately in need

The legislation cuts off water, electricity, fuel, and communications from UNRWA and grants the government of Israel authority to expropriate UN properties in East Jerusalem, including UNRWA’s headquarters and its main vocational training centre.

I agree with Lazzarini
“ Failing to push back against attempts to intimidate and undermine the UN in the occupied Palestinian territory will eventually compromise humanitarian and human rights work worldwide. “

is there no end to the crimes Israel is being permitted to carry out?

The UN and a lot of "International Agencies" are paper tigers. All talk and no action.

It should no longer be based in the USA, a country responsible for and connected to numerous conflicts and who isn't above threatening "encouraging" votes via it's ability to deny a Visa or other sanctions.

The only good thing is now that they've exposed how fundamentally useless they are, reform or replacement will have to happen.

P.s. This is not to denigrate the individual UN employees working across the World in often dangerous places. They are as much victims of the horse trading "talking club" that happens at the executive level.

Yes I agree that they have been reduced to paper tigers in a lot of cases and need some reform, I think the power to veto at the Un has to go, but I also believe they are incredibly important and their original aim needs to be upheld, That is why I find their undermining by Israel, America, Russia and others as extremely worrying and why I think people saying oh what’s happening in Gaza/ Israel has nothing to do with us are deluded. This affects us all

I agree that the UN needs reform, and a number of major UN organisations are moving to Kenya from the US which is a good thing for many reasons. But some of the INGOs banned are actually quite effective, and banning them, and some of the UN agencies in the short term will undoubtedly lead to further deterioration of the humanitarian organisation. Reform needs to be rational, stragegic and carried out in stages.

From the BBC:

"Paper, notebooks, pens, erasers, rulers... we've been asking for a long time that these supplies can enter the Gaza Strip and they haven't been allowed in”.

Seems like they won’t even allow the children to get an education.
