There isn’t such a thing as ‘the definition’ to suit all contexts. However, I would be curious as to how you would define it.
I don’t actually have a problem with the cricket test used metaphorically and not literally. If a country has no set of shared references or values, I don’t think it will ever succeed as a country.
Of course, it succeeds for the metropolitan elite, as they have shared international values. I mean who cares if you know who is on the plinth in Trafalgar Square or about the premier league if you know about what is best to order at Nobu, can talk knowledgeably about international politics and finance, and travel first class and stay in Four Seasons resorts?! That is your commonality then and it works in Hong Kong, Singapore, New York etc, as well as London. You are a ‘citizen of everywhere’z
However, that is not what the vast majority of the population can ever be or aspire to. You look at every successful country over decades (or even centuries) and they have national cultural references that they hold dear.
It is a very new (mainly British) left wing elite thing to ridicule people who take pride in being members of their own nation-patriots.
