The problem is that there will always be a criminal element in any society, and there's only so much you can do about that. I would argue for tougher penalties for rape and people serving out the entirety of their terms, which will necessitate more or larger prisons and funding for them. (I'd also be in favour of trying to reduce wasteful spending in prisons. In short, it's not meant to be a pleasant experience.)
As little as some like to hear it, it's still undeniably true that it's fundamentally stupid to welcome more rapists (and other criminals) into your country and dismiss women's concerns because some native rapists are already there. If I'm sharing a home with a rapist, how will letting a second rapist move in improve the situation?
It's not about race, but it is about culture. Men from certain cultures undeniably are more likely to treat women horribly. But leave that aside for a moment. Would you shrug if the government wanted to allow rapists in from a white-majority country?
