What do you mean if? There is no “if”.
PIP IS GENUINELY to help with daily living and/or mobility costs due to your health condition/disability.
An “expense reclaim” system wouldn’t work. That it is ludicrous idea.
Under an “expense reclaim” system, people on PIP would have to keep receipts, prove every purchase was disability related, submit claims and then wait for someone to decide whether each expense qualifies.
It would be incredibly difficult to decide what actually counts as a disability related expense. For example: if someone bought a £1,000 washing machine because their disability meant they needed to wash clothes more often, would the government reimburse the whole cost, part of it, or nothing? What about supermarket deliveries, takeaways when someone is too unwell to cook, cleaners, or taxis when public transport would cause significant pain? Every individual expense would need to be assessed and justified, creating a huge amount of bureaucracy. And that bureaucracy would itself cost taxpayers money!!!
I do wish people who have no idea about PIP, or what it’s like being disabled/chronically ill would just shut up. It’s exhausting and embarrassing.
