In what context?

if in a “it’s my birthday I’m not doing the washing up” way then no.

If in a “it’s nearly my fiftieth I ought to probably start thinking about what I’d like to plan” then yes.

No - I’d say two months away max, though it’s my birthday in a couple months and I don’t consider it near.

No . 2/3 weeks before the day is near your birthday .
I can see the logic of starting to plan from half a year away if you are planning a big party at a venue but that is booking a room in a hotel and discussing menus / music / numbers etc .
Something arranged at home or a small number meal in a restaurant is only a month or two .
