Yes but when Ukraine broke away from the USSR, they still had possession of the nukes, and had to be persuaded to give them up.

It's slightly terrifying that the leader of the most powerful country in the world couldn't understand what Zelenskyy was clearly saying because his ego is so huge that he couldn't admit that the US will be affected by it, not to mention the rest of Europe/the world.

Interestingly, a short analysis from Stanford University:
They are saying on one hand that the US never gave guarantees, but on the other hand, they did agree along with Russia to not violate Ukrainian borders.
But they also come to this conclusion (this is from Dec 2024)

"Over the past three years, the U.S. government has provided Ukraine well over $100 billion in military and financial assistance. That is consistent with what U.S. officials told Ukrainians in 1993-94 when they said Washington would act if Russia violated its Budapest commitments.

That said, the United States should have provided, and should provide, more assistance, with the goal of helping Ukraine prevail. That is not due just to U.S.-Ukrainian discussions three decades ago but to the fact that a Russian victory would mean a more dangerous Russian threat to Europe and America."

Yes, don't know if they had the capacity to launch them without USSR/Russian codes. But the situation is a bit different to other countries who own nuclear weapons, this was essentially cleaning up the breakdown of the USSR.

Much like recent downfall of Syria (which is directly related to Russia being occupied with their conflict in Ukraine) and the destruction of various military sites.

So Zelensky is actually a dictator and has not thanked the US for their help? Or he didn't try to broker a diplomatic resolution with Russia?

Or maybe he just wanted security guarantees for his country in exchange for the rare earth minerals. This is Trumps answer to the question what he'll do if Putin breaks the ceasefire:

Russia invaded Ukraine. The war was started by Putin. Putin has quite straightforwardly said that he wishes Russia to be a superpower again and that a significant part of that is to retake territory that was once part of the soviet union. Ukraine is defending itself. Pro war? No. How about pro democracy?

Now Senator Lindsay Graham, Z's former biggest supporter in the Senate, is calling for him to step down. Z effed up badly today.

in my opinion to show the world what the us stance is & to force peace deal onto Ukraine. You cannot force a deal like that if you admit that Russia is the aggressor so they had to put their point across somehow

So now he apparently has to kowtow to these dickheads to try to keep his people safe after dealing with a reasonable regime who quite rightly supported him against Putin. I'm sure he's very grateful to Biden. But he wasn't talking to Biden. Trump called him a dictator before he ever came over, and then said he was pro-war. I'm surprised he kept his temper as long as he did. There are limits to anyone's tolerance.

He would never be that careless; in some videos from the office you can see it's full of politicans, assistants and the media, Hegseth sitting directly opposite him (with red socks and red tie); several mics over their heads, tens of cameras, he just wouldn't do it.

And English is his third language, Russian his first and Ukrainian the second language from growing up in a dual-language country. So if he would speak under his breath in a moment he forgets composure, it'll probably be Russian as it's his mother tongue.
