Well I can only speak for myself, but personally I feel sorry for her, and that's a pretty long way from judgement in my book. I'm sure she doesn't need anyone's pity, but OP asked a question and people have been giving their views, I'm pretty sure that's how debate normally works.

Nothing to do with her being a woman, either - again I can only speak for myself, but I'd have exactly the same views if she was a bloke.

It will be body mod artists doing this work for her, not surgeons.

It shouldn't be too hard to find on Google but a body modification artist that I vaguely know was jailed a few years back for removing a customers ear and nipple. It's not a new thing. I remember seeing all sorts on BMEzine in my teens.

I'm heavily tattooed (although not on my head or hands), so I feel like that's each to their own. Same with piercings and dermal implants. The removal of body parts is a bit too far in my opinion though.

And a book called "Modern Primitives" Body modification like this is an art form, and it's also tapping into anthropological themes. There's a whole underground scene that isn't everyone's cup of tea, hence underground, but it's not populated by shrinking violets coerced into things they don't want to do. There's alot of thought provoking live performance in this scene.

It's not mainstream, rarely is it "in your face" and it's not doing anyone else any harm.

I’ve seen documentaries on people with similar mods (finger amputation, ears etc) and they were done ‘back street’, not by a surgeon.

The article you posted mentions a ‘physician’ (which is not a surgeon) and comes across as vague and unreliable. I would hazard a guess that her ‘physician’, whoever he or she was, is not a qualified surgeon.
