He didn't want the presidency or vice presidency. He wants to be able to work on his plans, which he clearly believes are the right thing to do (again, rightly or wrongly, but he believes in them).
No, he cannot be US president because he's from another country and was born there. He's not a natural-born US citizen (He's a 'forriner') so he doesn't qualify. He's using a natural-born citizen (Trumpina) to fulfil his presidency wishes.
