No. They were mostly in areas with Labour CITY councils (because they tended to be in deprived urban areas, which often vote for Labour City Councillors); but neither child protection nor policing is a city council function.
Child protection is usually a County Council responsibility (if you can use 'County Council' and 'responsibility' in the same sentence), And many areas with the gangs (e.g, where I live) had Tory County Councils though Labour City Councils.
The police are certainly not run by City Councils.
It's not party politics anyway; it's incompetence and irresponsibility and not giving a flying fuck about poor girls and those in the care (or don't-care) system. Here, many abusers were exposed after a victim was adopted by a middle class couple who were prepared to make a fuss, and were taken seriously, unlike poor kids.
