It isn't necessarily down to a majority vote though. Clinton won the popular vote in 2016 but Trump became president because of the electoral college system.

Most states can be called before voting starts. States flipping are usually unlikely once votes start coming in. It comes down to the population in each county. The ones too close to accurately call will be leaning one way or another until enough votes are counted to really say.
