The risks I am particularly concerned about would fall under the high severity, low probability category.
The usual approach by lidos has been to accept the risk and transfer it to the dog owners by making them responsible by accepting liability in lieu of the lido.
It is a roll of the dice each time. Eventually the luck will run out.
There will be an owner with a dangerously out of control dog or a serious illness will affect more than a handful of owners causing an investigation.
It’s also not a recommended measure to transfer risk for that category of risk to the public to mitigate. Especially when dog owners aren’t known for being more responsible than average.
Doesn’t make it ethical to knowingly put dog owners at risk so you can get your hands on their money. Charities should be ethical.*
