Part of the disparity is residential vs business rates. Westminster is low because they have tons of businesses paying bus rates. So residential council tax can be lower. Not because other areas are subsidising council tax there.

Is it based on house price or house value though? We bought over a decade ago for £380k. Next door bought last year for £810k. Our houses are the same number of bedrooms, same size, layout, similar state of repair/decor etc so ours would be worth approx the same but obviously very different purchase values. Fwiw council tax is just under £3k per year. Yours sounds like a lot!

They’re based on the property’s assumed value as at 1 April 1991 for England, and 2003 for Wales. Not sure about Scotland or NI. If your house was built after that, it’s based on what a property like yours would have been worth then. Mad.
