Trying to work out if it is good or not. Does this look like a child that has artistic potential and how old would you expect the child that drew that to be?

Clearly depends on the age of the child.
The face is flat, with strong black outlines on features which are reasonably in proportion, possibly that was the intention?
It is a bold piece of work no doubt about that.

Innate talent is not a myth.

Even at 3 years old some children naturally perceive relative dimensions, position/orientation, shade/tone of colours vastly better than others despite little more practise. Both my dc spent a lot of time mark making etc but simply took much longer than some of their peers to develop the visual skills, hand control etc to produce any recognisable image.

At 6 my DS could barely draw a stick man, despite being very academically able, creative/imaginative in other ways. He could easily tie shoelaces with zero adult input at 5 so it was not lack of fine motor skill & had no vision problems.

Well, what's the rest of their artwork like? Is it all to this standard? Or is this a one off?

Also, did they draw this from their head, or did they copy it from an existing artwork that they had in front of them? I think that makes a massive difference, because if they're copying, then the composition, colours and proportions are right there in front of them and they just have to be reasonably competent at getting lines down on the page. Whereas if they drew this from memory or imagination, then tat might indicate a naturally artistic eye.

If it was a copying exercise, then I think it could feasibly be the work of a 7-8 year old, but I'd guess more like 10. If from memory then I'd say perhaps 10-12.

My daughter would have drawn something like this aged 8 or 9 and got a grade 9 in GCSE art last year.

8 - looks very similar to my niece's artwork and she is 8.

Artistry is something that can be developed and learned with effort and classes and practice. If they like art, they can learn it.

I don't think this shows any particular talent that would stand out in a class of similar aged kids but if they enjoy drawing, then you can develop that interest into a talent. Talent doesn't need to be innate.

I love that picture as the face is very expressive, the composition is interesting and the colour is strong. To me it shows good artistic ability. I'd guess around age 9-10.

8-10 is my best guess.

Im late 30’s and couldn’t produce that. I do have an innate inability to draw. Stick men are my limit

Artist here.

Artistic potential isn't really tied to age, so it's a strange question you are asking. There's an emerging awareness of colour, tone, shadow and blending. The rosy cheeks are a nice touch. I would say it's probably drawn by a child between age 7-11, it is impossible to pin down beyond that because art doesn't really align with age. It's not really a linear progression where you get better as you get older - being 'good' at art as a child doesn't mean you will be 'good' as an adult.

I wouldn't worry too much about whether they have 'potential' - everyone has artistic potential. Developing it is entirely about how you nurture it and how much practice you do. If your child enjoys art then encourage them to practice it as much as they want to, ensure they have all the materials they need and opportunities if you can, and definitely don't put pressure on them. Just see how it develops.
