If a shop, cafe or whatever allows dogs then you can simply make the choice not to use these premises.
I don't see why everyone should bend over backwards to accommodate you.
Actually, it is a good advice to learn how to behave around dogs, cats or whatever and not show your fear.
Because that knowledge means a safer experience for you.
Being fearful and flustered/reacting with aggression is not going to do you any favour when dealing with dogs.
To me that's a basic life skills, like learning to swim or learning when to cross the road.
You will come across dogs in your life, better to know what to do when that happens than have the dumb notion that dogs should be removed from every location you might be in.
