As predicted and mentioned in several of these Voter ID threads - the announcement has now been made on the tighter rules for postal and proxy voting.

Main Points are:

  1. Limit the total number of electors for whom a person may act as a proxy to four, of which no more than two can be for ‘domestic’ electors.
  2. People will need to provide a national insurance (NI) number or another form of identity when they apply for a postal or proxy vote. This was not the case before (and it matches the requirements when applying for a voter authority certificate for in-person voting)
  3. People will need to reapply for a postal vote at least every three years.
  4. People will be able to apply for postal and proxy votes online.

Not mentioned at all is anything about who can hand in postal votes at polling stations (where it is too late to post the ballot paper).
