We have the same issues on our close now that new neighbours have moved in next door. Have a drive, but park their cars on the close - right out in the road, opposite each other, so you can barely get a smart car between them, to cause the most obstruction possible. And then one right on the sharp bend out of the close, so you cant see if anything is coming and have to go onto the other side of the road to get round the corner. So far this month I've had an Argos delivery and two Tesco deliveries where the drivers have had to carry it all up from the bottom of the road.
Nice next door neighbour on the other side of me pointed out to selfish neighbour that an ambulance or fire engine wouldn't be able to get past their cars, and he just stared at him and walked off. My house is going on the market in a couple of months, and I am going to look for somewhere that's not on a housing estate as the parking issues here over the past few years have driven me mad.
I've not found the council at all helpful despite pointing out the dangers of their parking on corners and blocking the road totally. They just told me to have a chat with them and hopefully they'll realise they're causing an issue.

I think ANYONE who parks on the road when they have their own driveway, is a twat. A few people on threads about stuff like this say 'I have a steep 'awkward to get my car on' driveway, so I HAVE to park it on the road.'
Bollocks. Big massive hairy bollocks. Why did you MOVE to a property that had a driveway you couldn't get onto then? And moreover, why don't you fucking LEARN to reverse onto your (steep) driveway? You don't deserve a driving licence if your driving skills are so lame!
We had a terrible issue for about 2 years, (throughout 2017 and 2018,) when the woman across the road started to need carers. The carers had this dreadful habit of parking directly opposite our driveway. Five times a day they came, seven days a week, and there were about 7 or 8 different ones! And at least half the time, they would park directly opposite our driveway.
We'd have times when we came in from work and couldn't get onto our driveway, and when we went out in the morning we struggled to get off our driveway, and sometimes when we came in from shopping we couldn't get onto our driveway. A few times, we couldn't get off our driveway when we had an appointment...
On a number of occasions, we knocked the door and asked the carer to please move. They did (sometimes begrudgingly.) One of them said once 'I am trying to do a JOB here.' DH said, 'park on the driveway then. The extra 10 seconds it takes will be much less disruptive than having to come out to move your car because we can't get onto our driveway.'
A few times, they parked opposite (preventing us from getting onto our driveway,) and they didn't answer the door when we knocked, so we were forced to park the car down the road, and carry all the shopping up the road, up the driveway, and into the house! We were fucking furious. It would have taken an extra 5 to 10 seconds for them to park the car on the woman's driveway. It was 2 cars wide, and flat, and easy to get onto (and off!)
I was glad when the woman left! We have a small family there now, and they never park opposite our driveway.
And before anyone has a go at me, yeah I know carers do a good job (most of them,) for not masses of pay, and they don't get paid for their travelling time, but still, they caused great inconvenience for us for 2 years!!! So I reserve my right to complain about them!
