It’s hardly the amazing words of a great comic.

Well, you don't find it funny, but virtually no one else but you finds it 'rude' -- why do you find it rude, if it's not your company or management the leaver is implicitly dissing?

I assume people have found it funny because many or most decide its not worth while rocking the boat when they move on, and invent largely spurious reasons why they quit in their exit interview, so it's mildly amusing to hear someone be openly thrilled to be departing.

This. It's not rude (IMO,) and as I said, it must have been a shit place to work OR this person didn't get on with the people above them in rank. But it's not funny or 'brilliant' I agree.

Also, why so ambiguous? Was it a man or a woman? I hate it when people do this on here. Post about someone, and say 'they...' The answer would be the same no matter what.

I think it’s impolite and would make me laugh or roll my eyes depending on my experience of them. If I was their line manager or colleague who had already put up with a lot of their shit, I’d be quite upset.

I think it sounds fine. It doesn't mean he hasn't enjoyed, or benefited from, working at your place but has probably been looking for something else for a while. It is time for him to move on and he's glad he's found a job that he thinks will be good.

When I was temping at an awful place I got my stuff together one Friday and stood up to leave. A senior colleague said 'see you Monday'
'No you bloody won't' was my reply. I felt so happy to be walking out of there and knowing that Monday morning would be truly chaotic and short staffed.

Good for them, it's much better than pretending that it's a really difficult thing to do. Most people are very pleased to be leaving their job once they've made the decision.

It wasn’t even about a shitty arse. A chair was dirty and the colleague said they wouldn’t sit on it as they would get a dirty bum and OP almost had a nervous breakdown.

I find it funny rather than rude, but where I live everyone knows everyone, and it's not a great idea to burn your bridges, so I'd also think they were being a little careless.
