Santa Barbara is 93 miles from LA or 1 hour 33 minutes drive according to googlemaps. There are many parts of the south east of England that would be referred to, particularly by foreigners, as being in London as referencing the nearest big city is more useful to non-locals and quite standard internationally.
That’s 1.5 hours at 2am in California right now. In regular daytime traffic it’s closer to 2 — 2.5 hours of travel. Barely matters though because it’s still several counties away. It’s like people calling Liverpool and Manchester the same cities or Brighton and London the same for another reference.
Anyone (British) deliberately doing this is being obtuse and trading on people’s lack of geographic knowledge to push an agenda. You went to Google Maps, saw how far it was and still came back here to fight for the lie.
Why you think there should be a special, internationally recognised rule on this only for California is a mystery. Added to that is that the mountainous terrain constrains building to the north west of LA to a narrow coastal strip.

And how long do you think it takes to drive from Brighton to London in rush hour? Or from Ingolstadt to Munchen? Or St Polten to Central Vienna.
It is you who seems to have a tenuous grasp of geography, both demographically and geomorphologically. 1 hour 30 minutes drive outwith rush hour is really not a long way and for everyone that can take longer in bad traffic. Its many people's daily commutes. It used to take me 1 1/2 hours to travel by public transport from a small town just outside Edinburgh to Edinburgh City Centre. Many, many people have longer commutes to work than that.
To people who do work, as in going into work every day, 1 - 2 hours is not far. Is this something you are unfamiliar with?
