By whatever method ... been chatting to business owners on linkedin and there is a growing feeling that they've no intention of paying this and it's literally a bone been thrown to stop the plebs rioting whilst the lockdown occurs. The USA and Australia have put actual money into peoples accounts. We have been given interest occurring holidays and a promise

You're being very unfair, the government has had to do something that's never been done before in next to no time. No doubt there will be some initial problems but this isn't needlessly complicated. Do you work in government IT or deal with it for you job?

The majority of employees are being looked after. The same can't be said for the owners/directors.

That’s probably why you don’t have a business, you need to be more ruthless. Business owners think about the bigger picture and throw employees to the wall if they get in the way

I got my Donny Dollars this week, got $2900, that $1200 each for the adults and $500 for Dd2. Also my husband got laid off for the duration so is collected unemployment. Starting last week he is also getting the $600 a week extra unemployment from the stimulus package. After taxes we are actually $200 a week better off than we were when he was working. My son is $500 a week better off. I cant actually believe it. This money magically appeared in our checking account as the IRS had our bank details from when I have to pay them taxes.

I got paid yesterday and yes, it does seem to be roughly 80% of what if usually get. I work McDonald's so they're not short of money.

@BubblyBarbara - don't be so insulting. Most small business owners don't have that mindset. I have a business in professional services, if I don't have enough money in my business account at month end, I'll be the one who doesn't get paid, not my staff.

I thought your business makes the claim on the 20th of this month and the government has said they will have the money in 4-5 days? So too soon to tell what will happen. Most people do not get paid until the end of the month and they are working on that assumption. We were only just over a week into lock down by the end of March so I think the assumption was that businesses would have the cash flow to pay it themselves and they will be reimbursed it.

TBH Sunak is one of the few politicians I trust to understand business at the moment.
His mum ran the pharmacy not far from here and he used to help out there in his holiday.

I trust the Furlough scheme to work as intended
BUT
many businesses will go to the wall and lots of those employees will find themselves on UC before June.

The SE scheme is well designed but too late for many.

The vast bulk of companies do not have significant cash reserves (if nothing else because borrowing is tax deductible)

Ten minutes past bloody eight on a Friday night after I've spent the afternoon running payroll and working out furlough amounts and how to calculate pro rata NI & pension contributions is one HELL of a time to send out detailed guidance on how to do the calculations HMRC!

Online calculator due to be on the website on Monday apparently.

And sneakily we have to deduct any Employment Allowance we are claiming until it runs out so that's no claiming back NI contributions for April then.

The portal opens on Monday and claims will be paid within 6 days. HMRC wrote to my workplace and told them this and also the information to get ready for using the portal

he PAYE furlough scheme which employers can if they choose sign up stars on 20 April (although it will be very very busy on 20th obviously) and I believe HMRC pay 6 days after that if the employer manages to get on to the website of HMRC on 20. Ah yes Yappity has said it better than I have.....

The rules do keep changing however.
I got this useful update from a firm of solicitors yesterday

"Further to our last email, there are still a number of issues arising which are going to cause practical difficulties. The main ones, in our view are summarised below. We have updated our furlough agreement which can be viewed here.

HEADLINE POINTS

From the guidance now published this week it is essential that the employee has agreed not only to a pay reduction (if that is part of it) but has agreed (not just been told) that they must do no work. As this is a new requirement, many furlough agreements already entered into may not comply.

Employers now revisiting their furlough agreements will be thinking what should they now be doing. The only course seems to be to seek a new agreement from the employee to cover this. It is unclear whether such an agreement can be backdated (but it would be wise to include a confirmation from the employee that they have in fact done no work since being put on furlough). If backdating turns out not to be permitted (and we may not know this for many months or longer, when court and tribunal cases on the issue have happened, or HMRC concedes the point), at least it will be cured from the point of the new agreement onwards. As a practical matter HMRC will be paying claims as submitted with the possibility of audit later, so this is perhaps a question that would arise somewhere down the line when things are, hopefully, better all round

HMRC have announced that the portal for claims to seek reimbursement of furloughed pay will open on Monday 20th April – we will update our website when the portal is launched.

KEY ISSUES LIKELY TO CAUSE DIFFICULTIES

Confusion over the eligibility surrounding dates, as a result of new rules just introduced. The eligibility of an employee depends on him or her having been on payroll on 28 February or 19 March and a Real Time Information PAYE filing has been made for that employee on or before that date. So an employee hired on say the 27th February and paid monthly, who missed the RTI filing for February and for whom the RTI filing was not made by 19 March will not be eligible for furlough. This contradicts all previous guidance from HMRC. There is talk of a judicial review of this because employers have furloughed employees (and indeed, may have rehired them) based on the previous guidance.

Employees hired in March but for whom no RTI filing had been made by 19 March will similarly not be covered.

The treatment of holiday pay remains unclear and HMRC is refusing to provide any assistance on this.

Whereas previously guidance suggested that an employee merely needed to be notified that they were on furlough, with their agreement being needed only if contract terms were changed, this has now again suddenly changed. The rules now say that to qualify the employee must have been instructed to cease all work, and further “An employee has been instructed by the employer to cease all work in relation to their employment only if the employer and employee have agreed in writing (which may be in an electronic form such as an email) that the employee will cease all work in relation to their employment.”

Thankfully our furlough agreements do state very clearly no work for us so we should be ok. But many will be caught out
