Does anyone actually think we are getting the 80%

By whatever method ... been chatting to business owners on linkedin and there is a growing feeling that they've no intention of paying this and it's literally a bone been thrown to stop the plebs rioting whilst the lockdown occurs. The USA and Australia have put actual money into peoples accounts. We have been given interest occurring holidays and a promise

We applied 3 weeks ago Pippp...still nothing at all. Total silence

okiedokieme · 16/04/2020 08:36

The government is reimbursing 80% up to a certain amount. We have 3 employees furloughed but as of yet I cant claim, we have funds through June thankfully.

StatisticallyChallenged · 16/04/2020 08:37

Oblomov the emails i think have gone to registered agents and then registered employers at whichever email address they use for HMRC. Your employer probably has them

Oblomov20 · 16/04/2020 08:40

Statistically, I have checked, my work email: no email. Which is a bit worrying!

Pippp · 16/04/2020 08:46

Statistically, sorry to hear that Sad whereabouts are you? I believe it's the local authorities sending out the business grants.

StatisticallyChallenged · 16/04/2020 08:50

Edinburgh. Can't say I'm surprised. Ours was submitted within 2 hours of the applications going up as well so if we've not had it...

coconuttelegraph · 16/04/2020 09:03

can you provide a link that says that the employer has to have paid out the money before getting it back from the government as that isn't what the information on .gov says

@LakieLady your DH is wrong, the money doesn't have to be paid out first, the employer can ask the employee to agree to wait for reimbursement

You might need to scroll through to the specific point

Oblomov - hope this helps

"We wrote to you last week to help you prepare to make a claim through the Coronavirus Job Retention Scheme. We are now writing to tell you how and when to access the system with some more information about what you will need to have ready before the system goes live.
We are also updating you on an important change to the scheme relating to employee eligibility:
• you can claim for employees that were employed as of 19 March 2020 and were on your PAYE payroll on or before that date; this means that you will have made an RTI submission notifying us of payment of that employee on or before 19 March 2020
• employees that were employed as of 28 February 2020 and on payroll (i.e. notified to us on an RTI submission on or before 28 February) and were made redundant or stopped working for you after that, and prior to 19 March 2020, can also qualify for the scheme if you re-employ them and put them on furlough.
More information on this can be found on GOV.UK.
How to claim
As you prepare to make a claim, please note:
• the online claim service will be launched on GOV.UK on 20 April 2020 – please do not try to access it before this date as it won’t be available
• the only way to make a claim is online – the service should be simple to use and any support you need available on GOV.UK; this will include help with calculating the amount you can claim
• you can make the claim yourself even if you usually use an agent
• claims will be paid within 6 working days; you should not contact us unless it is absolutely necessary – any queries should be directed to your agent, representative or our webchat service
• we cannot answer any queries from employees – they will need to raise these with you, as their employer, directly.
Information you will need before you make a claim
In addition to the information in our previous email, you will need to have the following before 20 April 2020:
• a Government Gateway (GG) ID and password – if you don’t already have a GG account, you can apply for one online, or by going to GOV.UK and searching for 'HMRC services: sign in or register'
• be enrolled for PAYE online – if you aren’t registered yet, you can do so now, or by going to GOV.UK and searching for 'PAYE Online for employers'
• the following information for each furloughed employee you will be claiming for:

  1. Name.
  2. National Insurance number.
  3. Claim period and claim amount.
  4. PAYE/employee number (optional). • if you have fewer than 100 furloughed staff – you will need to input information directly into the system for each employee • if you have 100 or more furloughed staff – you will need to upload a file with information for each employee; we will accept the following file types: .xls .xlsx .csv .ods. If you want an agent to act for you Please note: • agents authorised to act for you on PAYE matters can make the claim on your behalf using their ID and password • you will need to tell your agent which UK bank account you want the grant to be paid into, in order to ensure funds are paid as quickly as possible to you. You should retain all records and calculations in respect of your claims. Guidance on GOV.UK is being regularly updated so please review it frequently. We continue to wish you all the best at this challenging time."

Was just coming on to say I've just had ^ that email as well. Looks like things are moving.

Comefromaway · 16/04/2020 11:09

Sorry the formatting didn't copy.

With regards to paying employees after the money is received. The advice we received regarding that would be that technically we would be in breach of contract if we did not pay our employees on their normal pay date but that companies can try and reach an agreement if they do not have the cashflow.

Comefromaway · 16/04/2020 11:11

WE are not entitled statistically as we moved premises to one where the business rates are just a smidge over the limit but the garage we use applied and got the money within a week.

StatisticallyChallenged · 16/04/2020 12:00

We're only entitled on one fo our 4 premises - the other 3 are non rateable (not below the threshold, not actually rateable at all) which hurts.

I think Edinburgh is just being slow.

And that's my understanding re paying late - it's technically breach of contract. But I suspect that it will happen to many if payment isn't through.

Oblomov20 · 16/04/2020 12:06

Thank you Comeaway

So, I better get organised.

I need to make sure I've got everyone's NI etc to hand!

And I need to calculate how much I want to claim? For each person?

What a pain. Normally I just submit my FPS's without thinking! Blush
Sugar. I better get an excel document up and running.

Hang on a second. I'm confused. How far back can I claim?
From 1st March?
80%
But I have weekly and monthly staff.

So I'm claiming 80% of my monthly staff. For March, April, and May?

And 80% of my weekly staff? From 1st March? The total will be 80% of their weekly wage, from 1st March till 31st May?

StatisticallyChallenged · 16/04/2020 12:13

When were they actually furloughed Oblomov?

Have you written to everyone furloughed? IT should match whatever date you specified.

StatisticallyChallenged · 16/04/2020 12:14

Without rechecking, I think you can only claim up to 14 days in advance of payroll. So you should be able to claim whatever is due for March, and April. May will be a separate claim I think

Oblomov20 · 16/04/2020 12:15

Yes. All staff were furloughed. All written to.

Oblomov20 · 16/04/2020 12:16

I'll have to check the exact date. I got our external HR advisor / agent to approve the letter.

Oblomov20 · 16/04/2020 12:17

Will it matter? What date it is?
Does it matter if they were furloughed on the Monday or the Tuesday?

Redcrayons · 16/04/2020 12:24

I was paid yesterday, as usual.

My employer will claim it back when the portal, opens. I really hope it’s smooth sailing as our MD has made it quite clear that they only have enough cash in the bank to pay salaries for 3 months.

Oblomov20 · 16/04/2020 12:25

Prime minister only announced it on 23rd March.

But Boris said it's backdated to 1st March. If, the FPS showed they were employed on 28th Feb.

Is that correct?

Haffiana · 16/04/2020 12:34

By whatever method ... been chatting to business owners on linkedin and there is a growing feeling that they've no intention of paying this and it's literally a bone been thrown to stop the plebs rioting whilst the lockdown occurs.

I have been chatting to business owners and they all say you made this up.

Oblomov20 · 16/04/2020 12:49

Guidelines now changed, if they were employed on 19th March. Not the previously stated 28th feb.

Not that that makes any difference to me (our employees) but will it affect some people?

coconuttelegraph · 16/04/2020 12:52

But Boris said it's backdated to 1st March. If, the FPS showed they were employed on 28th Feb

The 28th Feb is now 19th March but to answer your main question the 1st March date is the start date of the scheme you can only claim for individual employees from the date their furlough started (per the letter) it can be any date after 1 March ie the date they stopped working

user1471565182 · 16/04/2020 12:57

wellll if you've ever had any experience of UC you're right to be worried.. Give them time to run a demonization campaign of claimants on channel 5 first.

StatisticallyChallenged · 16/04/2020 13:06

It's the 1st March at the earlier for people who were made redundant (then re-employed) or put on lay off/unpaid leave/whatever method earlier in March before the announcement was made.

If your staff weren't furloughed until a later date then that's when it's claimed from.

The guideline change re 19th March isn't straightforward - my reading is that there has to have been an RTI submitted by the 19th March. So anyone who started in March but didn't get paid until month end won't be included unless their employer submits pretty early. Which most don't.
