"Dogs should be on leads unless in a fully enclosed and labeled dog area."
Why? My dog hates those kinds of places. They're always too small and no space to run around. If we try to play with his ball, other dogs will inevitably run up and grab it. In that kind of situation, he gets stressed and growly.
If he has plenty of space to run, he doesn't get bothered by other dogs at all. He has zero interest in children or people or small animals or other dogs. He has great recall and never goes more than a couple of feet away from us.
So why should he suffer?
Dogs should be on a lead OR they should be trained appropriately. The issue is not off-lead dogs, but badly trained dogs. For this reason, I think there should be compulsory dog training classes and you should need a license to own one. I'm sick of being told my dog should be on a lead when he is minding his own business, nowhere near other people, has no interest in jumping on your child and will never run off.
A well-trained dog is safer off lead than a badly trained one is on the lead. If a dog can't easily escape a situation (poking child, attacking dog, idiots on bikes and scooters etc) by running, it's MORE likely to attack.
For that matter, I'm really tired of people in my estate complaining about dog noise (not from my dog) while their kids run and scream indoors and play outside until 10 or 11 and leave their rubbish everywhere, but a dog barks for one minute and it's somehow more annoying.
If you hate dogs, whatever. Many people hate kids, but I never see calls to ban them or gag them or keep them inside.
