MintCassis I thought of dream phone as well, maybe the back of the board or something, but Google doesn't bring anything up. It is definitely very familiar.

Aside from being from that skateboard, I’m pretty sure it’s nothing in particular. It’s just a very common pattern from the 80s/90s with lots of other things that look similar. That’s why we all think it’s so familiar. It’s just a generic pattern that’s very of its time.

I think it's the background used for a 'smash hits'like teen music magazine - 'Number one /No1'. I think they used it for pull out poster backgrounds.
