9 year old daughter told to wear sports bra/crop top

DD came to me last night saying that she needed a sports bra or crop top for P.E in the future as the teacher had told this to a group of girls who had been doing gymnastics and their tshirts had fallen down when doing handstands .

I can only assume this is to cover up their 9 year old nipples for fear of...........what exactly?

Are the boys to cover their nipples also?

AIBU to be cross about this?

I'm not sure how I feel about this matter as both a teacher and a mum of 2 DDs. Both my girls wore vests throughout primary school (crop vests weren't a thing then). However, I've taught some girls in Year 4 who were quite developed. We used to get changed all together in class but a coup,e of them would be very self conscious and hide in a corner. Not necessarily with any breasts at all. I decided that I would arrange for the girls to get changed in a seperate room. I also spoke to a couple of mums to say their child was self conscious. It's all well and good saying we shouldn't comment about this, and that boys shouldn't be looking or commenting, but knowing that some boys do that means that I have a duty to manage that situation. We'd all love to have nine year olds with enough confidence to tell a boy making a stupid comment to go stuff himself, but reality isn't like that.

What would mumsnetters advise in this situation : Y6 pupil comes to school in a tight white shirt, wearing a black push up bra underneath that's very obvious once she takes her jumper off? Should I ignore it? Ignore the sniggering going on? Speak to her parent?
This is a real situation I found myself in.

My DD is 9 and I would not support wearing a bra, she has the rest of her life for that and fortunately is not bothered! Although I know some of her friends do, some need to, most don’t!
