I think it's distraction technique (arms and Russia). He has no care at all for the consequences of his actions. I really think he is acting treasonably (is that a word?) and should be clapped in jail for the rest of his life.

I’m not sure - this seems more like a continuation of changing the Republican national convention platform towards Ukraine, wanting to pull out of nato, not passing Russian sanctions. I’m sure the chaos is an added bonus but this is something that looks to me like a Putin-benefiting decision.
