It's also used to show how unpopular or incompetent someone is; "He couldn't get elected as dog catcher".
cozie You're right, he'd consider himself 'above' such menial things as court ordered gag orders. But oh, wouldn't we love to hear/see him violate it and get cited for contempt of court. He probably figures he has all of our contempt, he may as well have the court's too.
