I don't think that not extending the ceiling was credible - the effects would have been just disastrous. It all depended on whether the GOP were prepared to tolerate a 'clean lift' - which Mnuchin apparently, and expectedly, wanted. (The GOP and 45, of course, will have wanted to 'add on' some bits and bobs.) The effect of Harvey has been to allow everything to be 'put off' for three months. Then.........well we'll see.

Thanks cozie, I think I understand a bit more. The add ons that they wanted - what would they have been because anything that the GOP wanted would've been counter to the dems impulses wouldn't it? Apart from the aid I suppose? And why did Paul Ryan say he didn't want to raise the ceiling for an additional 3 months because wouldn't it have collapsed otherwise and then been disastrous?

The Wall is one of the funding items. It would have been a bare knuckles fight against a backdrop of catastrophe. Both parties would likely have been bloodied. Ryan probably thought they'd win it, though. In three months.......? It's a less certain situation, to say the least.
