OP - I haven't read the whole thread but as it is a listed building, I think the builders have to make sure there is planning permission before they do any work. As they very quickly retreated my guess is they know there isn't planning permission and know they could be in for a fine if this is reported. Are all the other flats privately owned? if not, I would contact the relevant landlord/landlords also I would definitely be contacting the council and planning department. There may have been a window there but double doors is different and they may have caused some structural damage to the building so you need to get this checked otherwise you could have a problem a few months/years down the line and by that time the neighbours could have moved on and it might turn out to be very costly. Also, they need to pay to have your garden cleaned up.

Their behaviour is totally unreasonable and I am gobsmacked that this sort of thing goes on.

@Bluntness100 I live in a listed building and the work could be done with planning permission, and to a certain standard set by them. I disagree as I don't believe planning permission is ever granted for access to private property from a listed building. Even a balcony would be overhanging the party wall and not be acceptable. It might be different if it was to communal land.

Sounds like what they've done is tantamount to vandalism given that it is a reckless building. Appallingly presumptuous or stupid.

They will have to put it back as was. Inc using specialist builders and reclaimed materials to match the originals, plus be fined. It's a criminal offence to change a listed building structure without approval.

My CFNs have converted a freestanding garage into a house which is now for sale without any sign of any permission being applied for/granted. Hope that comes to grief with searches... in order to do this, they resurfaced the communal drive (I have some land near the garage) and retrospectively billed me £500. I didn't pay.

This is just nuts. It's not like they dropped an inside wall that they could possibly have got away with, these are white plastic doors to the real outside world that people with eyes can see immediately.

I'm not sure but I know historic England say that conservatories, extensions etc can be added to listed buildings occassionally. Listed isn't it can never change, it doesn't freeze a building in time.

However it's not relevant, I doubt this guy has permission, so he's in deep, deep trouble if he's just willfulky destroyed part of a listed building.

We had a window turned into a door and the knocking out work was done from the inside first.
I'd be fuming if someone tried to claim my garden as their own though
